Street Needs Assesment

What is this?

This is the Street Needs (Street Pavement) Assessment conducted by 3 Rocks Engineering for the City of Florence . The study was conducted to objectively evaluate the underlying condition of streets throughout the City of Florence.

 

How should I review this?

The City has posted three (3) sets of documents:

· The Street Pavement Assessment provided by 3 Rocks Engineering, with a PE stamp;

· The accompanying photos provided by 3 Rocks Engineering;

· An easier-to-review version of the aerial maps and condition chart.

Note: this version was created by Staff, using only the data included in the 3 Rocks Engineering report

We encourage you to look through all three (3) sets of documents. We recommend reviewing the report from 3 Rocks first as it contains information about how the assessment was conducted, what is and is not included, and how conditions were assessed. The supplemental report from Staff is intended only to make the review of the aerial maps and condition chart easier.

 

What is it going to be used for?

The data contained in the study will be utilized to create items for the 2025 Capital Improvement Plan, or CIP, for Council’s consideration as part of the budget process.

Beyond the 2025 CIP, Staff will utilize this information to develop an overall road maintenance plan that takes this data into account and utilizes the rankings to help to prioritize repairs as a supplement to the Capital Improvement Plan. This will, again, help to bolster the budgeting process for street repairs and help to remove bias from the decision making process.

 

Who decided how the streets were ranked?

All street rankings were decided solely by 3 Rocks Engineering. While Staff had the opportunity to ask questions and request clarification or reevaluation, it was important to the integrity of the process that at no point was any road condition dictated by Staff or anyone outside of 3 Rocks Engineering.

 

I think my street is in terrible condition, but it is listed as “Fair” or “Good”. What could be a reason for that?

We encourage you to start by reading the report from 3 Rocks, which includes detailed descriptions for each condition.

It is important to note that, as alluded to in the condition descriptions, the purpose of this study is to identify structural integrity issues with the City’s road infrastructure, which may be mutually exclusive of surface or cosmetic issues with City streets. While surface damage to roads such as potholes and minor cracking may, in certain cases, even create a greater daily annoyance than underlying structural issues on a road, this report is designed to help the City to prioritize structural issues and deficiencies that are anticipated to need attention in the near future – attention beyond filling in potholes, chip sealing, or even mill and overlay in some cases.

Successfully allocating the large amount of appropriate resources required for the correction of structural issues requires significant financial and other planning, and this planning begins with obtaining an unbiased, professional opinion such as that included in this report.

 

Where is ____ Street?

State Highways (115 and 67) were not included in the scope of the study. Certain other roads that are part of development agreements, HOAs, or which are not otherwise legally under the City's full control are not included.

 

If there is a discrepancy between one of the aerial maps and the condition chart, which is correct?

Per 3 Rocks, the condition chart is correct in such cases.

 

I noticed there are still some clerical or other errors, why is that?

This was a large scale study with a significant amount of detail. In such studies, it is often the case that initial/early drafts may have some clerical errors and other discrepancies. Staff is continuing to work with 3 Rocks to correct any issues, but felt it important to publish the study once the remaining errors were mostly minor and clerical so that the public would have time to review the documents in advance of the budget process.
